Upon verification; those holding an equivalent qualification to:
• UET30619 and/or UET30819 documented in the UET12 Training Package and all corresponding units of competency that proceed back to and are inclusive of UTT30101 and/or UTT30301 documented in the UTT98 Training Package will also meet the qualification requirements noted in this Level 1 table; or
• UEE30811 documented in the UEE11 Training Package and all corresponding units of competency that proceed back to and are inclusive of UTE31199 documented in the UTE99 Training Package will also meet the qualification requirements noted in this Level 1 table.
Note 2:
Registered Training Organisations (RTO’s) must ensure that any/all prerequisite units of competency (as specified within each of the relevant competency standards) have been achieved prior to awarding any of the units of competency specified within the “Additional Mandatory Competency Units” column of Level 1 table.

Note: NSW is unique in the fact that it has a ‘contestable works program’. All other Australian states and territories ESDN’s use a preferred ‘Contractor’ system, where the ESDN awards work via tendering systems. This situation may change with the introduction of Australian Energy Regulator – Ring Fencing Laws, effective January 1st 2018.

New to Industry

These students enter studies with no previous ESI experience.

Pathway Changers

These students are existing ESI employees who are seeking a change of their current authorisation to perform the duties associated with the studies..

Existing Electrical Qualifications

These cohorts hold one or more of the electrical qualifications specified in the training package streams, (they may be eligible for recognition).

Return Students

These students are existing IAC Safety Services students for whom we have a rich source of vocational educational history. This includes but is not limited to study history, their Foundation Skills Assessment (FSA) results and observations of studies by our trainers and accessors.

No Existing Electrical Qualifications

These cohorts hold no electrical qualifications as specified in the training package streams.

Existing ESDN enterprise staff

Who currently perform these duties and who hold internally issued qualifications. [A legacy exists within the NSW ESI with many workers still holding only internally issued qualifications - these workers are 'Grandfathered' or 'Exempt' under existing legislation to have formal qualifications to perform their duties whilst employed by the ESDN]. Upon leaving the ESDN they are required obtain the full relevant National Vocational Education qualification.

Individuals and Accredited Service Providers (ASP's)

Who are required to perform these duties for or on behalf of the ESDN. (A contestable works program exists under the NSW Electrical Supply Act 1995 to permit suitable qualified, accredited and authorised persons [ASP's] to install and maintain the NSW Electricity Supply Transmission and Distribution Networks. To ensure that the electrical transmission and distribution networks remain safe and reliable, only ASP's may perform this work).

Volume of Learning

2 year program

A Certificate III is allocated 1 -2 years or 1200 -2400 hours under the Australian Qualifications framework volume of learning Indicator. [Certificate III qualifications are often the basis for trade outcomes and undertaken as part of a traineeship or apprenticeship. In these cases, up to four years may be required to achieve the learning outcomes].

Note: This is not a licence outcome in NSW.

An obligation is placed on an RTO to justify why they intend to conduct Certificate level training and assessment at a rate lower than prescribed above.

UET12 – Transmission, Distribution and Rail Sector Training Package (Release 2.1) specifies weighting requirements for both Certificates and individual Units of Competency. The weighting points are generally / typically reflected in nominal hours of training and assessment.

Electricians 2,060 hours

Cohorts who already possess an Unrestricted Electrician’s Licence or equivalent issued in an Australian State or Territory.

Non Electricians 2,400 hours

Cohorts who do not possess electrical qualifications.

In any case all students will be given the opportunity to fully absorb the required knowledge, and to develop skills over time in the different contexts they will experience in an ESI workplace.

Your Electives

Training packages provide a range of electives that can be studied. They do this to achieve the highest possible level of vocational outcome i.e. to ensure that studies undertaken maximise your employability and potential return for both your employer and industry.

This certificate is being offered within the state of NSW, which has a contestable electricity market operating under the Electricity Supply Act, 1995, refer to appendix B for details.

The electives proposed are those which will allow the student and their employer to be eligible to apply to the Dpt Trade and Investment to apply to become a Level I and II Accredited Service Provider.

You wouldn’t expect these guys to be shown once or twice and then deemed competent, would you?

So it is a little unrealistic to expect ESI Workers studying to perform high risk activities to do the same. As the major tasks for Asset Inspection Workers these units must be undertaken / proven with more Face to Face time in our controlled ESI yard at progressively higher voltages.

This entire stage will be completed whilst the network is de-energised. Elimination of the electrical source at this stage will provide students with the appropriate WHS control whilst they are learning the skills required.

This entire stage will be completed whilst the network is stepped down. Substitution of full 240 / 420 volt system with a step down voltage at this stage will provide students with the appropriate WHS control whilst they are learning the skills required.

A fully energised 240 / 420 volt system will be introduced once it is established that the students are capable of working safely.

Summary

Students are expected to attend face to face trainer led theory classes and knowledge assessments; the student will then attend practical competency demonstrations (under simulated conditions progressing towards full functioning workplace conditions) then practical competency assessments.

Students are provided with the opportunity to supplement their face to face studies with their own individual study. These include our online training products and services and digital tools. Typical tasks include studying, research, learning activities, participation in chat rooms and the like.

Certificate III in ESI: Distribution Overhead

In New South Wales, a contestable works program exists to allow Accredited Service Providers (ASPs) to work on the Electricity Supply Distribution Network (ESDN). To obtain this type of work, you need qualifications and registration with the ASP scheme. Certificate III in ESI: Distribution Overhead is a registered training course, giving students the skills and experience to work as an ASP in the NSW energy distribution network.

Certificate III in ESI: Distribution Overhead includes a total of 24 study units. 20 of these units are compulsory, while 4 are electives. The elective units must provide the best vocational outcomes for the student and their employer. Let’s look at the full list of units.

The training and assessment breakdown

To maximise your learning potential, we break this course down into different learning styles. Much of the training occurs on the job, but there is still a significant face-to-face learning and assessment component as follows:

  • Face-to-face learning: 25%
  • On-the-job learning: 65%
  • Assessments: 10%

Due to the high risks involved in working with live electrical apparatus, assessments typically take place in our yard, providing a controlled learning environment. During the first stage, the network is de-energised to 0 volts. During the second stage, the network is stepped down to 50 volts, and finally, assessments take place with a fully energised network of 240/420 volts.

Who can undertake Overhead Distribution training?

Anybody can participate in Certificate III in ESI: Distribution Overhead. Generally, this course is undertaken by those aiming to work in the NSW energy distribution network as an ASP. Whether you have electrical experience and are looking for a career change or are new to the industry, the course is open to everybody.

How long does the training take?

The Australian Qualification Framework (AQF) recommends 1200 – 2400 hours of study. Our course provides 2060 hours for participants who already hold an unrestricted electrician’s licence. For those without electrical qualifications, our course is 2400 hours. Typically, the course takes between 1-2 years to complete.
