    Starting your journey in the NSW energy distribution network certainly begins with understanding the ASP scheme. This Accredited Service Provider (ASP) scheme establishes the rules for electrical safety and also workmanship quality on the network. Any individual or company hoping to undertake specific types of electrical works must acquire accreditation under this system.

    However, adherence to the ASP scheme concerns more than regulatory compliance. It’s about guaranteeing safety, protecting lives, and also achieving the highest standards of work.     What are contestable network services?

    The NSW energy distribution network has a contestable network service arrangement. In short, this means that no single company can monopolise services relating to electricity network connections. Some network connections require customers to pay for them. Under the contestable works program, customers can choose whether the distributor or another service provider completes these connections.

    However, it’s important to note that customers can’t just hire a regular electrician for network connections. To work on the NSW energy distribution network, even for residential connections, a person must be accredited by the ASP scheme.

    Contestable works might involve the installation of overhead or underground services, service equipment, switchgear, transformers, protection equipment or even design work.

    Who administers the ASP scheme?

    The NSW Government Department of Planning and Environment administers the ASP scheme. A big part of this is due to safety requirements. Working with electricity, especially high-voltage power lines, is a dangerous occupation, even for those with proper training. So, the ASP Scheme was introduced to ensure customers can access contestable network services in a safe manner.

    All work involving the NSW electricity distribution network must be carried out by people and companies registered with the ASP scheme. So, the scheme not only supports the right of customers to choose who provides certain services but also protects the integrity of the network.

    Accidents or poor workmanship on the network can result in outages and an inconsistent power supply, which is something the NSW government desperately wants to avoid.

    So, why is the ASP scheme so crucial? It’s the backbone of NSW’s energy distribution network integrity. Importantly, it guarantees that all electrical tasks are carried out safely and to a professional standard. The scheme certainly reduces risks and prevents accidents from happening in the field.

    When an individual or company gains accreditation under the ASP scheme, they demonstrate competence and adherence to industry standards. It’s a professional badge of honour, showing their commitment to safety and excellence.

    Levels of accreditation within the ASP scheme

    The ASP scheme certainly isn’t a one-size-fits-all system. There are different levels of accreditation to reflect the diverse skills required for various tasks within the energy sector. Here are the different levels of accreditation you can obtain.

    • 1: This level allows you to construct network assets, which is a vital task within the network.
    • 2: As a Level 2 ASP, you may perform service work, connection services, and also disconnection tasks.
    • 3: This is the pinnacle of the accreditation levels. It authorises the design of network assets.

    Every level requires a certain degree of specialised training and hands-on experience. This is why the ASP training courses vary depending on your work type.

    Maintaining compliance and conducting audits

    Staying compliant with the ASP scheme isn’t a one-off event. It’s a commitment to ongoing high performance and safety. Regular audits are certainly vital to this process. These audits check whether the completed work meets the rigorous requirements set out by the scheme. If any discrepancies are identified, then swift actions must be taken to rectify them.     Is an ASP a company or an individual?

    There is often some confusion about what an accredited service provider (ASP) actually is. This is because the term can be interchangeable for both companies and individuals. For example, one of the primary electricity distributors (Ausgrid, Endeavour, or Essential Energy) might contract a company to work on the network. These companies must register with the ASP scheme, making them an ASP.

    However, those companies must register every individual working for them, including subcontractors and sole traders, with the ASP scheme, making them accredited service providers as well.

    Updating your ASP accreditation

    To maintain your ASP accreditation, you must undergo regular refresher training. Every year, ASPs must complete this mandatory training, or they risk voiding their accreditation. Failure to complete mandatory training means an individual’s ASP registration expires and they can no longer work in the network.

    It is imperative for companies contracted to the NSW distribution network that all employees who are likely to perform electrical works are ASP-registered. The easiest way to do this is to ensure all of your staff members attend mandatory ASP refresher training once a year.
